Andrew Duff (ex presidente UEF): «Occorre un nuovo trattato per l'Eurozona»
Prima metto qua l'e.mail con cui ho ricevuto la notizia della presentazione, da parte dell'UEF e del "Gruppo Spinelli", del nuovo libro di Duff (ex parlamentrare europeo eletto in UK, federalista ed ex-presidente dell'UEF –dal 2008 al 2013).
Poi trascriverò un documento che spiega e commenta la proposta di Duff (fatta anche tramite questo suo nuovo libro, ma già avanzata da Duff oralmente in sede UEF nel gennaio scorso).
Dunque: anzitutto "recepta refero"
Chi segue questa sezione "Unione Europea" certamente sa già chi è Andrew Duff.

Qui le notizie su Duff non sono aggiornate!
Duff non è più parlamentare europeo (lo era fino al 2014, anno delle ultime elezioni del PE).
Non è più neanche presidente della UEF. Lo è stato tra il 2008 e il 2013 ed il suo successore è ora Elmar Brok.
[Però è stato nominato "presidente onorario" dell'UEF].

Prer carità: piuttosto di restar fermi meglio andare un po' avanti!
Ma anche supposto che avvenga la ratifica di un nuovo trattato del genere di questo (il che è per ora estremamente improbabile) è sempre un rinviare la soluzione del vero problema: avere strutture adatte e già pronte a far fronte alle necessità quando capitano
Uno stato, in quanto tale, persegue (dicono i manuali di diritto) "fini generali"; il che significa che possono darsi in programma obiettivi qualsiasi per numero e per contenuto, a seconda delle convenienze dello stato.
Ora, se l'UE fosse stato, (se ci fosse cioè la Federazione "Stati Uniti d'Europa") essa avrebbe organi opportuni (vero governi e parlamento con pieno potere legislativo) in frado, a seconda delle necessità storiche del momento, di varare politiche ad hoc.
Invece, fin che resta un coacervo di stati ciascuno con la presunzione di essere "sovrano ed indipendente", succede che davanti ad una necessità (per esempio qauella attuale di una autentuìica unica "intelligence" di prevenzione del terrorismo) l'UE si trova impreparata e allora, se la fortuna la assiste, con enorme fatica, con enorme riutardo e con enorme dispendio di mezzi succede magari che si riesce a progredire un tantino in un certo settore con un nuovo trattato!
Davanti agli attentati recenti di Parigi e di qulche giorno fa a Bruxelles, tutti i governi a strepitare che occorre stare uniti. Ecco Renzi a farsi bello con la proposta che occorre "investire" per mettere in piedi una "intelligence" unica che operi sull'intera UE e una forza di polizia autentica che controlli il traffico illecito sui confini dell'UE. Insomma: si dice che occorre chiudere lka stalla quando i buoi sono già scappati. Occhio: si dice che occorre, ma gtra il diure ed il fare c'è di mezzo il mare!
[Ricordiamoci del miserabile fallimento del Trattato "Costituzione Europea" e del ritardo e della fatica per arrivare al Trattato di Lisbona. E anche dicendo "il poco è megliuo di niente" e "meglio tardi che mai", resta il fatto che i trattati sono ancora accordi stipulati da governi con l'eterna pia illusione di restare sovrani sul territorio del proprio stato, ossia con la riserva di poter eludere all'occorrenza anche i trattati (in barba all'adagio: pacta sunt servanda)!
[Un esempio eclatante è la sospensione del trattato di Schengen].

The Union of European Federalists, the Spinelli Group and the European

eurozone", by Andrew Duff, which took place at the European Parliament on
Tuesday 15th March. After Andrew Duff's presentation, MEPs *Guy Verhofstadt*
(President of the ALDE Group in the European Parliament), *Danuta Hübner*
(Chair of the European Parliament Constitutional Affairs Committee)
and *Pervenche
Berès* (Member of the European Parliament Economic and Monetary Affairs
Committee and rapporteur of the report on the eurozone budget) shared their
thoughts on the possibility of concluding a new treaty for the euro area,
providing it with its own government, budget and reinforced democratic
legitimacy.

Andrew Duff was a Member of the European Parliament from 1999 to 2014 and
one of the Parliament's representatives to the Convention and the Lisbon
intergovernmental conference. A Visiting Fellow of the European Policy
Centre (EPC), he is a founding member of the Spinelli Group and Honorary
President of the Union of European Federalists.
"*At a time when the EU finds itself in a perfect storm of crises which it
seems unable to overcome, a bold move is needed to reinvigorate the EU’s
system of government and stave off the risk of disintegration. In order to
address the inherent weakness of the EU’s monetary and economic governance,
this pamphlet proposes a new treaty for the Eurozone: the Protocol of
Frankfurt. This is the first ever attempt to draft a treaty aimed at
setting up a fiscal union. “The Protocol of Frankfurt provides the
constitutional framework for a proper economic government and will,
hopefully, also serve to accelerate the debate on the Five Presidents’
Report”. Realising that the time is not ripe for a major constitutional
overhaul, the pamphlet instead puts forward a shorter treaty revision that
concentrates on re-engineering the Maastricht arrangements for the Economic
and Monetary Union, taking on the form of a Protocol to be added on to the
existing Treaties. Article 48(2) of the Treaty on European Union allows the
government of any Member State, the European Parliament or the Commission
to table amendments to the Treaties. Our hope is that somebody, informed by
