Two separate Europes are not incompatible

Sir, Philip Stephens is right: 1,000 years, and the layout of the 
House of Commons, matter (“Brexit — hard interests battle potent 
emotion”, January 22).
So does foreign policy. In setting up a common market as the first step 
towards a supranational political union, the original six sought — not 
exclusively, but primarily — to make sure that Franco-German 
confrontation would no longer be a source of conflicts such as they 
suffered for centuries. To the UK, Franco-German confrontation was 
historically not a hindrance but an opportunity, to exert influence on 
European affairs from without. London believed, along with others, that 
the entire EC exercise would be shortlived and felt constrained to join 
only after realising that its calculations had been proven wrong. It 
deluded its voters then that it was entering into a commercial pact, 
and not a political construct which had been gradually moving ahead. 
The British approach to Europe has remained fraught ever since.
The EU has turned into a very different animal from the original Common 
Market and has come closer in many ways to the sort of union Margaret 
Thatcher had in mind. Of such a union the UK remains an essential 
component. In declaring that the king of ever-closer union is without 
clothes, David Cameron has at the same time made clear that political 
union of the 28 is over for good. Such views are only apparently 
contradictory; they point to a solution in which two Europes, one 
centred on trade and one aiming at political unity, would coexist 
within a wider Union broadly defined along the principles of democracy, 
market economy and fundamental freedoms. Not concentric circles, not 
variable geometries and other Euro-speak neologisms but two Europes, 
separate and not incompatible, pursuing their aims in autonomy. A union 
thus structured could assuage many British Eurosceptic fears and keep 
alive, for those who deem it important, the flame of significant parts 
of the European continent becoming one. Leaving of course the door open 
if, and when, others wished to come along.

E' quello che nella sostanza abbiamo già adesso, senza bisogno che nessuno esca dall'UE. La Gran Bretagna può semplicemente rimanere ferma ad ogni passo avanti degli altri facendosi dare opt-out su tutto, come già ha fatto ad esempio con quelli su Schengen e sull'Euro. Credo che di tutto abbiamo bisogno tranne che di cosiddette "due Europe" che s'intralciano a vicienda nel perseguire i loro veri o presunti interessi nazionali, perchè sappiamo benissimo che sarebbe questa la realtà dietro alle belle parole e i bei propositi.
Per me di Europa ce n'è e ce ne può essere sotanto una, qualunque mania autarchica o capriccio di protezione della cosiddetta "sovranità nazionale"  possano avere i suoi membri in determinate fasi storiche.
